1 Machine-Type Tuner + 2 or more non-Tuner Machine-Type monsters
Must be Synchro Summoned, and cannot be Special Summoned by other ways. When this card is Synchro Summoned: Draw cards from your Deck, equal to the number of its non-Tuner Synchro Materials. Once per turn: You can target 1 face-down card in your opponent's Spell/Trap Card Zone and flip it face-up. If that target was a Spell Card: Flip it face-down again. If that target was a Trap Card: Banish it, and inflict 800 damage to your opponent. Cards and effects cannot be activate in respond to this effect's activation.

Karakuri Watchdog Saizang + 3 Tuningware = This + 6 cards. Jesus christ that puts Hyper Librarian to shame.

 

Beyond that, though, the only realistic way to possibly make this is to use some variant of a Karakuri Deck with a variety of Tuners and low level monsters to get the maximum potential out of this card. It's also lets you take a peek at your opponent's backrow which, while dangerous, is hardly an effective means of OTKing...if it wasn't on a 3300 body. Say for example, I just have Book of Moon set, no big deal, right? But what if I had D-Prison set? Oh crap, I'm screwed. Not to mention the fact that you also might have MST in your hand to deal with additional threats. Maybe put a "this card cannot attack the turn this effect is used" limitation to tone it down a bit? Most of your backrows are Traps this format anyway, so this pretty much has a....we'll say 90% chance of hitting what you want, and dealing 800 damage to top it off.
