Okay, this looks like a simple card that does a fair amount of work. It's primary objective (correct me if I'm wrong) is Equip Spell support. I feel that this can benefit Noble Knights, though I doubt they have a Tuner of there own (meaning they need to rely on an outside Tuner that can support them). Though, that last effect that gives Equip Spells some help is a +1 given that you are getting a used Equip Spell for just using one of your opponent's monsters. Granted this isn't as strong as if it came from the Deck, it can be powerful when used with some Equip Spells. Though, it's first effect can be used for more than just fuel for the second effect. The first effect has anti-meta implications with it considering it prevents those monsters who activate when they are sent to the Graveyard from going off, which can prove beneficial under the right circumstances. Not sure what I'd do with the second effect, but I hope you think about it further.

in a well made Vylon deck, this card could fill your entire hand with Vylon equip spells, which are really powerful when coupled with Syncro monsters like Vylon Alpha or Omega
