From what I'm guessing, this card pretty much negates all the Summons your opponents make just by dropping this card. Excuse me? That's just ridiculously absurd. You also have to specify when during the proper Phase you need to pay for the maintenance cost, most likely during the Standby Phase or End Phase. But still, it's a worse Royal Oppression and is horribly unbalanced and unfair.

I am not trying to impersonate Kevin Tewart (which is who I think you were referring to) in any way, that's just simply standard protocol for OCG, or Official Card Grammar. Since you are fairly new, I won't be harsh on you, but in the future, you should probably look up some references to proper card making, particularly the Stickied Threads in RC.
