It comes back every turn, and it in turn gets rid of something from your opponent's hand. It also helps out Spellcaster Decks that swarm (a.k.a. Prophecies). I mean, you can summon this card dyring the end phase to avoid it being destroyed by battle or other effects and then your opponent discards 1 card. Your spellcasters also gain pretty good protections for some turns, all that with no drawbacks. Do you also know that if you get another one of this your spellcasters will never get destroyed? "Other" implies other cards besides itself that fit the criteria. If I wanted to go with the effect you stated, I would make it state specifically that "your opponent cannot target Spellcaster-Type monsters you control for an attack, except "Rainbow Girl Kyra", and cannot be destroyed by your opponent's card effects," which is stupid design.
