Card text
If there is a face-up "Alchemist of the Prime Materials": Reveal 1 "Prime Material" monster from your Deck or hand and target 1 face-up "Prime Material" monster; return that target to your hand (if you reveal a monster in your hand) or shuffle that target into the Deck (if you reveal a monster in your Deck) and place the revealed monster on the field, in the Card Zone which that target was occupying. (This is not a Special Summon.) Then, any other card effect(s) (if any) which were targeting the monster targeted by this card's effect now target the new monster.

Link us to "Alchemist of the Prime Materials" if you can, before we begin evaluating this card's useability.

"You can only activate this card If there is a face-up "Alchemist of the Prime Materials": is on the field. Select one Reveal 1 "Prime Material" monster from your Deck or hand and , then target 1 face-up "Prime Material" monster; on the field. If the selected monster was chosen from the deck, shuffle the targeted monster into the dect and replace it with the selected monster without changing monster card zones. If the selected monster was chosen from the hand, add the targeted monster to your hand and replace it with the selected monster. return that target to your hand (if you reveal a monster in your hand) or shuffle that target into the Deck (if you reveal a monster in your Deck) and place the revealed monster on the field, in the Card Zone which that target was occupying. (This is not a Special Summon.) No summoning event takes place, and Then, any other card effect(s) (if any) which were targeting the "Prime Material" monster targeted by this card's effect changes its now target to the new "Prime Material" monster that replaced it."

Goodness, this is a rather convoluted effect. Didn't help that there's no cards around that emulate this effect, so I ended up winging it a bit. Note that, if a targeting and destroying card effect was targeting a Prime Material Monster is activated and, in response, you switch in Prime Material Dragon with this card, you can't use Prime Material Dragon's effect to negate the effect since you can't activate new cards until the Chain finishes resolving.

Your edits have been incredibly helpful. Also, as you probably surmised, switching to another Prime Material monster to take advantage of its effect was the intention of this card. I was hoping to force a replay, so that the new monster's effect might be activated in response to your opponent's destroying effect. I'm not sure exactly on how to word this correctly.

Also, here is the link to the Alchemist of Prime Materials.
