Moonlight Dragon is overpowered. It's a generic Level 8 that gives a Shi En effect. It's even a Dragon, which makes it support Dragon Rulers even more.

 

Orochi is broken. A Level 4 Reptile (thus searchable by Kingremlin) that summons any Tuner at all from the Deck? That's just plain ridiculous. For 1-card Synchro Summons for anything 5-10 generic 1 + 1 or more without needing any prior setup to exist would be very bad for the game.

 

Suzaku doesn't seem too major. It's basically a delayed Colossal Fighter that happens to trigger by monster effect as well. This does allow it to revive against Dragon Rulers, though.

 

The rest are pretty much worthless. Seiryu is outclassed by Mighty Warrior (a Level 6), Byakko requires at least 2 other Synchros in order to have higher ATK than most Level 5 or 6 monsters, and Genbu is a glorified Defense Position Gogogo Golem.

IRS, you have to keep in mind that some of them do have different levels than the "better" versions you listed, so they have a bit more utility there. The only example here that's worthwhile is Suzaku, however; all your other complaints about how the rest are under powered (but moreso subjectively rather than comparatively) are true. Just a boost in stats would help most of these, as their effects are decent. Heck, even Genbu isn't AWFUL, being able to negate an attack has...some utility somewhere.

Bump Byakko to at least 1900 ATK so that even if it's on its own, it would have at least 2400 ATK, par for the course for Synchro Monsters of its Level.

 

Bump Seiryuu to around 2600 ATK so that it can destroy its fair share of monsters on its own.

 

Draciel Genbu can use more than 2300 DEF so that it need not depend on its attack negation effect as often for staying power.

When you update cards, you can just edit your opening post so that people will immediately see your latest versions.

 

Now we correct the lores to PSCT (ignoring Synchro Summon requirements). Would add critique to the effects if necessary.

 

[spoiler Byakko]When this monster card is Summoned: It gains 500 attack points ATK for every each face-up Synchro Monster you control on your field.[/spoiler]

 

[spoiler Genbu]Once a per turn, when another monster declares an attack: You can target the attacking monster; this monster can negate the another monster's attack, and if you do, reduce all all players take no battle damage this turn to zero.[/spoiler]

This is how I interpret Genbu's effect. Let me know if there's a discrepancy between this and what you intend Genbu to do.

 

[spoiler Moonlight Dragon]Once a per turn, during either player's turn, when your opponent activates a Spell/Trap card: You can this monster can negate the activation, effect of a Spell or Trap card and if you do, destroy it.[/spoiler]

Heard of this? The negation effect is the reason why Shi En is Limited. Moonlight Dragon's no different.

 

[spoiler Orochi]This monster counts as a You can Special Summon this card (from your hand). When this card is Summoned: You can Special Summon 1 Tuner monster from your Deck or hand.[/spoiler]

Essentially, "make a Synchro monster without using up your Normal Summon". If you can add a restriction to when you can Special Summon Orochi, or force the Tuner Special Summon to only trigger when it is Normal Summoned, it'd be slightly more balanced.

 

[spoiler Seiryuu]When this attacking card monster destroys another an opponent's monster in by battle: it can attack the opponent directly for inflict damage to your opponent equal to half of the destroyed monster's original ATK Attack Points.[/spoiler]

 

[spoiler Suzaku]During your next Standby Phase after When this monster is card was destroyed in by battle or by a monster's special effect: Special Summon this card from the Graveyard. it returns to the field during the next Standby Phase.[/spoiler]
