Once per turn: You can inflict damage to your opponent equal to the total number of cards on the field x 200. This card cannot attack the turn you activate this effect.

I presume that cards Set after BED's Special Summon are exempt from its freezing, and cards that forcibly turn things face-up (Desert Sunlight, Swords of Revealing Light) can still act?

This is a pretty cool card actually. I'd like to see more Envoys for all Attributes :D Except Dark, they already have BLS and CED
