Cannot be Normal Summed or Set. Can only be Special Summoned by its own effect. Tribute 3 WIND monsters to Special Summon this card from your hand. Once per turn: You can discard 1 card to target 1 card your opponent controls; return that target to the top of your opponent Deck. Other monsters you control cannot activate their effect.

 

 

Well... I'm not sure about everything in the card. But I swear in my head it sounded like a good idea.

well i guess it should be "Cannot be Normal Summoned or Set. Must be Special Summoned from your hand by tributing 3 WIND monsters" or sth. like that since im not so good about OCG, i cant fix that for u

 

it's a once-per-turn Phoenix Wing Wind Blast, with a Summoning condition and last effect i think that card is well-balanced. also you can upgrade the last effect to "Other monsters you control cannot activate their effect until the End Phase of the turn you activated this effect" that will give you more choice and playable except from only stalling with this card

That's true, I hadn't thought about it. I was thinking if making this a Xyz would be better, so its effect could be activated by detaching 1 Xyz Material... but I guess it's fine like an effect monster anyway.
