1 Fairy-Type Tuner + 1 or more non-Tuner monsters
Banish the Synchro Material Monsters used for the Synchro Summon of this card. While this card is face-up on the field, all other monsters cannot declare an attack, and are banished when they are removed from the field. When this card is sent to the Graveyard, both players can target 1 of their banished monsters; Special Summon the target.

So it's a Psychic monster, but requires a Fairy Tuner? That looks odd.

 

That aside, the card is mostly good. With both Macro and  D. Fissure Limited, this card gives decks with Fairy Tuner another way for banishing monsters and disrupt the opponent's strategies. Also, this card not being generic was a good call, as by being playable in only those decks with Fairy Tuners, the chances of this card becoming a problem are slim.

 

However...

 

...While this card is face-up on the field, all other monsters cannot declare an attack...

 

I don't think this effect is any good, as all what it does is encouraging stall and, well, I would consider stall as unhealthy for the game. I suggest the following effect instead:

your opponent cannot target this card for attacks

 

That way, Euphoria still protects herself from attacks, but allows other monsters (both yours and your opponent's) engage in battle, and thus is not as restricting as the original effect.

 

Here is the full effect including the previous suggestion:

Banish the Synchro Material Monsters used for the Synchro Summon of this card. Your opponent cannot target this card for attacks. While this card is face-up on the field, all other monsters are banished when they are removed from the field. When this card is sent to the Graveyard: Both players can target 1 of their banished monsters; Special Summon those targets.
