Because Rank 10s are consistent enough yet.

Destroy this card if you control more monsters than your opponent. If you control a face-up Level 10 Machine-Type monster, you can Special Summon this card from your hand. if you control a face-up Level 10 Machine-Type and your opponent controls more monsters than you do, you can Special Summon this card from your Graveyard. If this card as an Xyz Material is sent to the Graveyard, draw 1 card for every 1000 point defecit between each player's Life Points.

Outside of Rank 10 shenanigans, it is a 4k beater that just won't go away. Heck, it even outclasses Treeborn Frog since you can just keep Summoning it from the Grave until your opponent doesn't have more monsters than you.

If you want to keep it as a 4k beater, perhaps you can have it SS itself in Defense for at least the part concerning the Graveyard, but to be safe, probably for the other part as well since you can just fling a ton of ATK onto the field with this. And you might want to make it get banished if it leaves the field, and maybe if it gets detached as a Xyz Material, since you can just keep spamming this for 4k beaterness or to make Gustav off of any Level 10's Summon.

This loops with Cannon Soldier to deal infinite damage if your opponent controls 2 or more monsters.

Having a 4000-ATK beatstick that can revive itself on an empty field anytime you need to contest your opponent's monsters is broken even if you lose the monster afterwards.

First off, remember he needs another Level 10 on the field as well. So they need to have 3 monsters or more for cannon soldier, and 2 or more just go get him and keep him. In all liklihood you wont be able to summon this guy twice in a turn.

Secondly, the whole point is to help make Gustav. Topic name and card name basically scream it.

That should basically cover that since your other arguments are off shoots of one of those.

defecit

is not used. Difference would be better. I would consider having a cost of some kind to ATK or be summoned. And that drawing is a bit too strong. Try weakening it somehow.

It is a good amount of draw power for a deck type that has typically small hands by nature. If he is detached for Gustav, his effect goes off before Gustav's damage, so you can first turn draw 2.

That's only for the "SS from the hand" effect, by the way you've worded it. It can SS itself from the Graveyard whenever your opponent has more monsters than you, regardless of what monsters (if any) you have on there.
