2 Level 4 "Toon" monsters

You can also Xyz Summon this card by using a "Number 39: Utopia" you control as the Xyz Material.  (Xyz Materials attached to that monster also become Xyz Materials on this card.)  If you do, its effects are negated until the end of your opponent's next turn.  When a "Toon" monster is targeted by an attack or card effect: You can detach 1 Xyz Material from this card; negate the attack or effect.  While this card is face-up on the field, its name is also treated as "Toon World".  If this card has no Xyz Materials, send it to the Graveyard.

This is my take on a Toon version of Utopia.  I know a lot of people did this before.  In fact, I'm sure a lot of people used this image.  Anyway, here are the comparisons between the original Utopia and this one.

Advantages:

+ Can negate card effects as well as attacks

+ Treated as "Toon World" while face-up on the field

+ Can overwrite "Number 39: Utopia" if it's affected by certain Continuous Traps such as "Fiendish Chain" without wasting resources

Disadvantages:

- Can only protect "Toon" monsters

- If it has no Xyz Materials, it goes to the Graveyard immediately as opposed to when it's attacked under the same circumstances

- Overwriting "Number 39: Utopia" negates its effects until the end of your opponent's turn, so you can't even negate attacks for that time like you could with "Number 39: Utopia"

I like it. Good balance, and it supports both the Utopia archetype and the Toon archetype. I like your reasoning behind the effects as well, very well thought out. Honestly the only thing I'd change is going from Toon Utopia to Utopia Toon to better follow the naming convension of the other Utopia upgrade cards, and I think we can agree that this is the minor-est of minor nitpicks.
