Cannot be Normal Summoned or Set. Must first be Special Summoned from you hand by removing 2 Spell Counters from the field. Each time you activate a Spell Card; place 2 Spell Counters on this card. During either player's turn, you can remove 6 Spell Counters from this card and send this card to the Graveyard: Special Summon 1 Spellcaster-type monster from your Deck in Attack Position.

 

CnC would be nice.

I see this being pretty good in some kind of Spellbook Star Hall Prophecy deck. The Summoning Conditions seem pretty easy and activating 3 Spell Cards is not difficult in Prophecy, and even if you can't, its a 2400 beatstick at least.

Despite having decent competitive prowess, it is a fairly well designed card as it needs deck dedication for it to work properly. It is simple, purposeful and not broken.

The only thing I'm not sure about is the name. Sully reminds me way too much of Monsters Inc...

OCG looks fine.

 

As soon as I read the name, I expected a card that directly supported Endymion, or at least placed counters on the Magical Citadel to summon the boss faster through its own effect.

Anyways, the card looks slow. Saberzauls already explained how you can use Star Hall and Spellbooks to trigger her effect quickly, but the thing is that if you are running an Spellbook deck, you might as well use "Temperance of Prophecy" instead, who can be Normal Summoned and only requires you to activate 1 Spellbook to summon a big Spellcaster straight from the Deck.

If you want this card to be better, I suggest 1 of the following changes, if not both:

1. Reduce the # of counters required for her effect. 4 Counters should be fine, so she would only need 2 Spells to use her effect, and thus becoming easier to play even in non-Spellbook decks.

2. Remove her Summoning restrictions and leave the summoning condition as an inherent Summon instead of a Semi-Nomi. That way, she will be less likely to remain dead in the hand (what if you draw this but no other cards that generate Spell Counters?), and you will be able to Normal Summon her if you have trouble with getting those 2 Spell Counters.
