Very hard to get out, gives very little back, and 200 isn't very much to surprise your opponent with a stronger monster. I would recommend changing it to 1 WATER Tuner and any general Non-Tuners. Additionally, I would recommend bumping the cost up, perhaps to 500. Result: 1 WATER Tuner + 1 or more Non-Tuner monsters Once per turn, during your Opponents turn: You can pay 500 Life Points to conduct a Synchro Summoning of a monster, using this card as a Synchro Material. As it stands, it takes up an extra space on your Extra Deck so you can summon a Level 7-8 (Because, let's face it, that's the two levels you're most likely to bring out with this) Synchro Monster during your opponent's turn that you can't summon on your turn why....? The "Synchro Summon during your opponent's turn" aspect of Synchro Tuners are near-irrelevant as it only gives your opponent time to counter whatever card you want to summon. A 200 Life Point cost is negligible, and is not needed at all. Formula Synchron was good because it nets you a free draw + another with Librarian, while this is simply obsolete.
