Discard 1 Dragon-type Normal monster in your hand. Special Summon 1 level 1 monster from your deck. You can banish this card from your graveyard to target 1 level 1 monster you control. Return the targeted monster to your hand, and return 1 other card on the field to its owner's hand, You can only activate this effect of "Blessing of the White Dragon" once per turn.

so this is the CED that no need to target and can SS 1 Blue-Eyes? quite powerful imo, target ur opponent's card that u will return first should balance this. and outside of BEWD.dek, this is another 141 with a specific cost that can be run in a Dragon Rulers deck so well if it didn't already dead. overall this is a nice card :)

I think the bouncing effect should also target the opponent's card so stuff like Safe Zone can counter it. This card can also be abused in Exodia Decks, especially in Heart of the Underdog builds: You summon a limb of Exodia, then return it to your hand.

while I agree with you that return part should have target, I also want to inform you that Safe Zone can't counter a return effect that already targeted like CED or sth like that, Safe Zone already said can't target, but if you chain Safe Zone to an activation of a card like CED, it's will resolve normally since it's already targeted the monster before Safe Zone resolved

Oops, you're right. And even if I activate Safe Zone before this card, my opponent can bounce Safe Zone to destroy my monster anyway.
