This card can attack your opponent directly, and if it does:  Halve this card's ATK during Damage Calculation. If this card attacks, change it to Defence Position after the Damage Step.

Who is this R'yleh fellow and why is this guy his (her?) envoy? Does this provide your monster some sort of extra support?

 

As for the card, it is pretty much outclassed by Submarineroid, who isn't really that good in itself. 1900 is already reachable by no-Tribute monsters by running things such as Thunder King Rai-Oh, Doomcal, and E-HERO Neos Alius. 950 damage is slightly better than Submarine's 800, but Submarine switching to Defense Position makes for a much sturdier wall during your opponent's turn where this will die to a tumbleweed after it attacks.

 

The goal of many Decks is to clear obstacles and crash into the opponent for massive damage. This ignores such obstacles entirely, and as a result, will only hit your opponent for an insignificant amount of damage; 950 isn't going to change anything unless your opponent loses immediately (and if your opponent has that few Life Points, you probably have a monster on the field right now). Playing normally will oftentimes allow you to net more damage in the long run, while this is just a quick "hurt opponent for 950, then turn to Defense Position with 950 points." The parenthesis makes me inclined to thing that this card has some sort of synergy with something else, but as of now the only thing I can think of is "Attack with this, Tribute it for Magical Dimension or whatever and hit opponent with better Spellcaster monster (if possible)."

 

If you're going for an archetype like I believe you are, try to give them a focus to follow under. This doesn't look like it helps the goal much by being a direct attacker, well, any more than "hit opponent for 950" could be.

I wasn't sure if for a lv 4 was too much and it's a prototype card prototype. Envoy of R'yleh is an archetype I'm working on, but this is just a related card to the archetype.
