You can use this effect during your own turn, once per turn. With Sylvans being undoubtably on the rise. And their ability to control their draws and excavates, why not screw that up by forcing them to shuffle their deck? But the fact that it does essentially nothing just makes it a generally bad card, even if it looks like a good idea on paper. There's no benefit to shuffling your opponent's Deck or your own, especially when there are cards that can just get rid of it and be done with it. But they tend to rearrange first through normal summoning, then go off with the Field spell, unless they have some sort of revival card in their hand to continue excavating. If they don't get their stacked card, then they get to excavate another one of their potentially powerful cards. That's not even taking into fact that multiple Sylvans can excavate multiple cards... I have used it to disrupt Sylvan plays quite a bit, and while it's nowhere near as good an answer as removal, it is better than this by a mile.
