Delibirb
I randomly got the idea for the name and rolled with it. I decided I wanted to make a RUM card that could rank-up into any Number, no matter how high its Rank, but obviously that requires quite a bit to balance it. This is what I have so far, I hope you enjoy, and if it still isnt quite balanced, please feel free to offer suggestions; the only thing that really needs to stay is the lack of a Rank-limit.
When this card is activated, target 1 "Number" monster you control and Tribute a number monsters from your hand or side of the field equal to the Rank of the targeted monster; Special Summon 1 "Number" monster from your Extra Deck whose Rank is higher than the targeted monster's Rank, using that targeted monster as the Xyz Material. (This Special Summon is treated as an Xyz Summon. Xyz Materials attached to that monster become Xyz Materials on the Summoned monster.) During the End Phase of the turn you activated this effect, take damage equal to the Rank of the Summoned monster x 500, then your opponent draws 1 card. If this face-up card is destroyed by an opponent's card effect: add 1 "Rank-Up-Magic" card from your Deck to your hand.
Obviously a concern could be ranking up a simple Number 13/31 into a Number C92, which the burn effect attempts to restrict the liklihood of occurring, but there will be those who do it/attempt to do it. Also the draw is a tiny deterrent. Again, the whole idea is there is no limit to the level you can go to, so long as your Life Points can afford it, of course. Delibirb
I should hope/assume the lack of commentary means the card is very good and doesnt require anything said about it?
SANDAA BORUTO
Turn 1. Rabbit into random rank 4 Number, let's say 50. Drop this, rank up into Numerronius Numerronia. Win.
Delibirb
Turn 1. Rabbit into random rank 4 Number, let's say 50. Drop this, rank up into Numerronius Numerronia. Win. Yes, that is a possibility. Partially why the burn is there, because that would be 6500 damage. Plus you also would need the 4 tributes for activation, but thats less of a worry. Oh, and congrats on just naming a play that can be made and not offering suggestions. Really great work there.
Toffee.
The thing about this card, is that, while the outcome is pretty damn cool, the drawback itself is somewhat of an issue. Mostly, because the higher you want to Rank-up something, the more it's going to cost you, in both terms of Card advantage and Life Points. Not to mention, the opponent gets a free Draw regardless, so by default it's always going to be a -2.Regardless, though, it can lead to some amusing combos because your given the chance that you, basically, turn your whole Extra Deck into weird Thunder Chargers.Turn 1. Rabbit into random rank 4 Number, let's say 50. Drop this, rank up into Numerronius Numerronia. Win.Rabbit and This + 4 other monsters.Nope. Not a massive waste of resources at all. Yep. Totally worth the 6500 damage drawback.11/10 play.
Delibirb
Yeah, it is meant to be able to pull of crazy combos, but only at a massive risk as Stereo pointed out. I didnt want to make the drawback too small because it can target near literally anything you could possibly want, but do you think its too much a drawback? You might want to keep in mind the fact you could, literally, go from Utopia into Volca -> Volca destroys something -> Overlay for Charger -> Charger into Dragoon/other Rank 8 -> ????? -> ProfitAnd all you did was Discard 2 cards really...(Just hope you don't mind taking 6500 damage)

(Just hope you don't mind taking 6500 damage) Gotta tribute the Rank for your target, if your target is utopia thats a -4. Also its only a rank-up once, the only reason it is continuous is for field clogging after the rank-up, and so if it gets destroyed you can search another. Toffee.
Also its only a rank-up once-But your version isn't.Like, compare yours to Tenki.Tenki only does 1 search because it specifically lists that it only does [X] upon activation. Your card lacks anything like that.

If it isnt ill go fix it to make it more clear. EDIT: Done, now has "When this card is activated"
Toffee.
Hm, I thought I worded it as such. If it isnt ill go fix it to make it more clear.Thank you.Now it's the way you intended it to be(*Assuming this*).Also, with regards to why I mentioned Tenki-Like, compare Tenki to something like Level Limit Area B/Mass Driver.Tenki, again, only works upon activation because it specifically lists it. Where as the later two don't list anything like that, and just work whenever the situation/condition/etc is met.

Right, I just thought that since there was no situation/condition/etc that it could only be applied on activation, but I was wrong. :)
