Lore:
 1 Dragon-Type Synchro Tuner + 2 or Less Non-Tuner Dragon-Type Monsters

When considering its strict Dragon-Type requirements (the only Dragon-Type Synchro Tuner that would have a Level low enough to allow a Level 5 monster is 'Wave-Motion Phonon Dragon) and the fact that at least one of the Dragon-Type monsters must be exactly Level 5 (there are only 20 Level 5 Dragon-Type monsters in the whole game), it's not really overpowered at all, because nobody would ever use it.  This card's effect isn't very clear on something though:  When you reveal the top card in your Deck, what do you do with it after Anpech's effect?  Do you send it to the Graveyard or add it to your hand?

I agree with gmaster1991. This card would be quite difficult to Summon, so it can afford to have powerful effects, however, the OCG is a bit off. I would suggest the following

 

Dragon-Type Synchro Tuner + 2 or Less Non-Tuner Dragon-Type Monsters

Must be Synchro Summoned and cannot be Summoned by other ways. This card is also treated as a Pyro-Type Monster. At least 1 of the Synchro Materials used to Summon this card must be Level 5. When this card is Synchro Summoned, excavate the top card of your Deck. Based on the type of card excavated (Monster, Spell, or Trap), activate the appropriate effect:
Monster: Send that card to the Graveyard. The original ATK and DEF of this card become its original ATK and DEF when it was summoned plus the original ATK and DEF of the excavated card.
Spell: Banish and activate the effect of that Spell Card, ignoring any costs.
Trap- Inflict 200 damage to your opponent for each card you control and add that card to your hand.
 
I took some liberties with what happens to the excavated card. Mainly to show some options you had. My OCG is a bit rusty tbh so you might want a second opinion. But i think everything is up to par. Hope this was helpful!
