Toffee.
You can Discard 1 Spell card: Special Summon this card(from your hand). If this card is Special Summoned in this way, you can Target 1 other face-up monster you control with a Level: This card's Level becomes the same as the Target. Then, you can add to your hand 1 "Rank-Up-Magic" card from your Deck or Graveyard. You cannot Special Summon any other monsters for the rest of this turn, except from the Extra Deck, during the turn you activate this effect.I'm probably doing it wrong, but ehh... Premier Alexander Romanov
I'm probably doing it wrong, but ehh...This is actually pretty cool.It helps to make the monsters you need to Rank-Up, it can ditch a dead draw RUM to add it back, and it can work in conjunction to other summoning methods.Kudos. All this is really missing is some random ATK boosting effect. Then again, given the nature of this card and what it would be capable of, that might be a bit much.ALTHOUGH I could maybe tweak it a bit to where it searches Rank-Up cards regardless of how it is Special Summoned. So really, I don't know.
