You can Discard 1 Level 10 Machine-Type monster: Add this card to your hand, from the Graveyard. You cannot Summon monsters during the turn you activate either of these effects, except for Machine-Type monsters. You can only activate 1 "Balloon Party" effect per turn, and only once that turn.
