Since the text is small:

1 FIRE Tuner + 1 or more non-Tuner Monsters
This card can attack up to 3 times during each Battle Phase. This card cannot attack your opponent directly. When this card attacks: Place one Fire Counter on this card (Max 15). This card loses 250 ATK for each Fire Counter on it. Once per turn: You can remove 5 or more Fire Counters from this card; until the End Phase, all face-up monsters your opponent controls lose 100 ATK and DEF for each counter removed, also this card cannot be targeted by card effects.

Note that you can remove a minimum of 5 counters and a max of 15.
This card seems a bit underpowered IMO but as always CnC is appreciated.
Also any fixes in the OCG is appreciated as well.

There doesn't seem to be anything glaringly over- or underpowered on this card. Multiple attacks are offset by an inability to attack and gradual ATK loss per attack, and temporary protection from targeting requires at least a couple turns' worth of setup before you can fire it off.

I can see this going in a combo with Ojama Trio and Final Attack Orders, but then the same combo works equally well with V-HERO Trinity. *shrug*

Thanks again. This is all part of a custom Deck I'm making and I'm mainly just trying to find balancing and OCG issues on the forums.

Btw my OCG is terrible its because the last time I actually played YuGiOh or looked anything into it deeply was like 6 years ago if youre wondering. I'm a lurker.
