This is just freaking off the charts overpowered.  All you have to do is pump it up with some equips, maybe a safe zone or two, and you are unstoppable.  It needs to seriously be reworked, such as a much more difficult summoning condition, or a tweak on the effect so that it is not as ridiculous.

HAHAHAHAHAHA! AAAAHAHAHAA!

 

By your logic, Safe Zone'ing a Blue-Eyes or BLS is OP as heck, since it's a rarity to beat over 3k ATK. They technically nullify the Battle Phase because the opponent can't do anything to them with their weaker monsters. 1500 is weak, and if you even do run equips, they can just get MST'd. The monster can be knocked off with removal effects. If you Safe Zone it, then congrats on your 1500 unkillable monster. It'd be like slapping Safe Zone on Armored Zombie. If you gave it Axe of Despair, then it's like Safe Zone'ing Dark Magician instead.

 

OT: Stall tactics don't like to interact, which makes this card... uh... funky. It could technically go off more times than T-Roar, but you would have to spend a Summon on this, buff it enough so that it can kill something, and then ensure it can do that again before it outperforms the aforementioned T-Roar. The existence of the oh-so-many anti-Battle Phase cards makes this feel a lot less useful than it could be.

Honestly, I feel the big problem with a card like this is the amount of effort and time that it requires to set up. You literally have to dedicate a deck to something like this, where as Threatening Roar can be splashed into just about anything.

First, I think I should pump the ATK to 1600, but no more.

 

Secondly, I suppose I could add effect that destroys a spell/trap card on the field or something along those lines.
