Anyway, this is...an interesting card. It makes Synchros more live in certain decks, and can make combos even more crazy with synchroing. I mean it's not great, but it certainly looks like it could have some potential. It could create a lot of wacky variants, but at the same time, it'd be inconsistent-ish, so eh... The card looks good. Makes Synchro summoning easier and can actually be used offensively for weakening the opponent's monsters, and if they are Synchro-centric, turning their non-Tuners into Tuners could disrupt their Synchro Summon plays. The effect could exclude Tuners and Xyz monsters to avoid issues like attempting to turn a Tuner into a Tuner, which I'm not sure if it can be done, or turning Xyzs into Tuners that could lead to weird plays like summoning Synchros without counting the Level of the Xyz-Tuner monster. After all, I don't think the above changes would affect the card that much, because Tuners usually don't last the turn, and Xyzs are rarely the first thing to be Summoned in a turn (although it is possible through Xyz Reborn and Heraldic Unicorn). Considering the above restrictions, the effect should look like this: Each turn, the first non-Tuner or non-Xyz Monster the turn player Summons is treated as a Tuner Monster while it is face-up on the field, also it loses 1000 ATK and DEF. Well, that's certainly helpful -- while I'm not sure if your worries are altogether warranted (can you even use Exceeds as Synchro Material? shouldn't Synchro Materials have Levels in the first place?), it's better to be safe than sorry. I looked it up, and apparently Xyzs cannot be used for a Synchro Summon so turning them into a Tuners shouldn't cause any problem. You can remove the "non-Xyz" restriction on the effect. I wouldn't call it useless because by affecting Xyzs you will discourage the opponent from using Heraldic Unicorn/Xyz Reborn or Xyz-evolving, etc. for their first Summon, but I get how it barely makes any difference when the opponent can play around it by, for example, Normal summoning something first.
