I think it's a bit OP and needs to be balanced. A lot.

Drop the ATK to 2400 or less, and remove the "either player's turn" on the second effect.

After that, I think the card should be fine, but if it actually needs to be further nerfed, you could disable the ability of looking at the opponent's hand and instead banish the card randomly.
