There's a 1 in 6 probability of rolling a 7 when you roll 2 dice. In layman's terms, that means that you will get a 7 once every 6 rolls, on average. Using that average count: to get five, you would need something like 30 turns. Even for something like 3 7s, that would make destroying this card (with your own card) a +1, you would need 21 turns.

 

Given that your opponent can win with this card just as easily as you can, you can see why it's terrible. Noone would run this card even if it didn't change hands, really.

When we add Ridiceulous into the equation that forces all odd numbers to become 6 and all even numbers to become 1, this card's Will Counter chance bumps up to 50%, cutting the average turn requirement to 10.

 

Still, it's rather unpredictable, and unpredictable insta-win-cons have the tendency to earn the scorn of certain players, usually because the win was earned because someone got lucky rather than it being earned through skillful play.

Stop! and think for a min you could use this card to your advantage. For example say your in a tight situation you draw and don't get what you need but, have an MST or another card with the same effect and this card has 4 counters on it and in your control just destroy to improve your chances of getting what you need.

 

 Hope you don't mind I noticed a couple of things in your lore to change it should read: 

                                

                   On your standby phase roll a six-sided die twice. If the total adds up to 7 or 11, place 1 Will Counter on this card.

                   During your end phase control over this card shifts to your opponent. If this card is destroyed in your possession

                   draw 1 card for each Will Counter on it. When you control and place the 5th Will Counter on this card you win the duel
