Activate by paying Life Points until you have to 2000 left; banish all cards in your opponent's Extra Deck, face-down. You can return to the Extra Deck at random, any number of monsters that banished by this card's effect; this turn, you can Tribute Summon a monster with fewer than required, equal to the number of monsters returned this way. If this card leaves the field, return all monsters that banished by this card's effect to the Extra Deck. If this card is banished: Shuffle this card into your the Deck. (any Pendulum monster is returned to Main Deck instead)

No.  Just no.  You can't banish your opponent's entire extra deck for no cost.  Now if it was your extra deck, that is a completely different story.  If so, then this would be awesome in monarchs, as most of their new cards limit the extra deck anyway, but as is now this card is just not realistic whatsoever.

Let me get that card lore for you.

Activate by Banishing all card in your opponents Extra Deck face down and reduce your paying Life Points until you have to 2000 left; banish all cards in your opponent's Extra Deck, face-down. If you would Tribute Summon an monster, You can return to the Extra Deck at random, a number of monsters that banished by this card's effect equal to the number of monsters normally needed for the Tribute Summon of a monster; Normal Summon/Set that monster without Tributing. (This is your one Normal Summon/Set for that turn. This is not a Tribute Summon.) required for the Tribute(s) to His/Her Extra Deck. If this card is removed from leaves the field, return all monsters that banished by this card's effect to the Extra Deck. If this card is banished: Shuffle this card into your the Deck.

What I understand is that this is a one-sided Mausoleum of the Emperor that also denies the opponent's Extra Deck. Fortunately, you've fixed it such that the opponent can get their Extra Deck back, but considering how everyone and their mother touches their Extra Deck as much as their Graveyard, the initial effects of this card are game-changing, especially if you're not even going to use this to shortcut Tribute Summons.

Because you've banished all those cards face-down, I've forced the return-as-Tribute-substitute to be random because you have no way of knowing what cards you've banished (barring Pendulum Monsters) and thus cannot control what your opponent gets back.

Now, how does this interact with Pendulum Monsters that have landed face-up in the Extra Deck?

thank you gadjiltron, ill think of something for pendulum mechanic soon... by the way why you change the effect so monster that normal summoned via this card tutoring is not counted as tribute summoned? (no offense, just wondering)

hint: this card is meant to power up tribute based deck such as Gods,Monarch, ect to be more competitive against faster extra deck based deck (which is currently rule the meta-i think...) and also banish based deck that require no graveyard (such as D.D)

I assumed it worked like Mausoleum of the Emperor. If you want it that way...

This new version lets it still count as a Tribute Summon, while giving you control over how many monsters you want to return.

Let me fine-tune that.

Activate by paying Life Points until you have to 2000 left; banish all cards in your opponent's Extra Deck, face-down. You can return shuffle into the Extra Deck at random, any number of monsters that banished by this card's effect; this turn, you can Tribute Summon a monster with fewer Tributes than required, equal to the number of monsters returned this way. If this card leaves the field, return shuffle all monsters that banished by this card's effect into the Extra Deck. If this card is banished: Shuffle this card into your the Deck. (any Pendulum monster is returned to Main Deck instead)

By default, all Extra Deck monsters (Fusion/Synchro/Xyz) go into the Extra Deck if they would be returned to the Deck. Pendulum Monsters, being originally Main Deck monsters, are shuffled into the Main Deck as intended.
