I know this card may seem useless despite its full blanket immunity because of its low stats and high level, but it is not meant to be played by itself. This type of card should be combined with ATK boosting or attack protection cards. The 'Seal of Orichalcos' can fulfill both of these roles by boosting this card's ATK to 1400 and making it impossible to target for an attack if you have a stronger monster on the field. 'Valhalla, Hall of the Fallen' can Special Summon this from the hand, 'Shining Angel' and 'Nova Summoner' can Special Summon this from the Deck, and so on... It takes another card to bring out and another card(s) to boost to a decent stats, and even then, it probably needs help before it reaches that point. However, I can't say useless. I like it. I don't know why it has to be Level 9 though. Actually, I made it Level 9 because of the lack of Level 9s in the game compared to Level 8s and Level 10s. It's also very fitting considering how 9 is very important in Hinduism, and to a lesser extent Buddhism. The card itself?
