Once per turn: You can target 1 Set card in your opponent's Spell & Trap Card Zones; reveal that target, and if it is a Trap Card, destroy it and send this card to the Graveyard. Your opponent cannot activate that target card in response to this card's effect. Once per Duel, during either player's turn : You can banish this card from your Graveyard to target 1 Trap Card in your Graveyard; Set it.

Once per turn: You can reveal one target 1 Set card in opponent's Spell & Trap Card Zones; reveal that target, and if that card it is a Trap Card, it is destroyed it and send this card is sent to the Graveyard. Once per Duel: You can banish this card from your Graveyard to target Choose 1 Trap card from in your Graveyard; and Set it.

Would be slightly better if the opponent cannot activate the Set card in response to this card's first effect. If they have a Chainable Trap Card being its target they could just activate it to dodge this card's effect.

 

Well, now that we have monsters that Set themselves in S/T Zones, cards that reveal Set cards can be potentially valuable. Not sure which Trap Cards would greatly welcome being recycled by this card's second effect.

Polished your card lore.

 

Adding Spell Speed 2 to the second effect really bumps up its useability. You now can wait for your opponent's End Phase to set a Trap that you need for your next turn (e.g. Chain Material) or later. Not to mention Uria Decks just loving this card to bits as a pseudo-revival for their Trap monsters.

The card is great, as it +1s from the Graveyard and can give you something you need for your turn like CotH for Gantalla/Apex Avian/etc or give you back a Ninjitsu Art perhaps. Can also just be boring and recycle a Solemn Warning though. The first effect is respectable, deals with backrow in exchange for a card in hand and your Normal Summon and puts this card where it wants to be. The Once per Duel prevents too much abuse as well, so a very solid card.
