Many forms of ATK doubling nowadays have a restriction on either what it can attack or how much damage it does, just to prevent this card from quickly becoming an instant-win-button when combined with a boss monster that would get a ridiculous ATK score. Preventing the target from being used as Material is irrelevant because it's so strong you want to keep it on the field for a game-ending attack. Preventing the target from being used as Material is irrelevant because it's so strong you want to keep it on the field for a game-ending attack.
