1 Tuner + 1 or more non-Tuner monsters
Negate the effects of an opponent's monster destroyed by battle with this card (including in the Graveyard). When this card destroys an opponent's monster by battle and sends it to the Graveyard: You can Special Summon 1 Winged Beast-Type monster with ATK equal to or less than the ATK of the destroyed monster from your Deck.

So yep, haven't made a card in years, decided to have a go and here's what I came up with. Not very practical I guess. Could work in a Blackwing or Harpie deck maybe but I wasn't really going for too much here. Probably going to need an OCG fix but if you can help post it pls bae. tysm

I was going to say Blizzard Falcon but then you negated the effect. Have a hard time imagining what would like to Summon this, drawing blanks. 2200 ATK is really unimpressive, a destroy by battle: effect card is slow and this will only ever Summon other weak Winged-Beasts. Perhaps Summoning a Lv. 4 Tuner for Star Eater or Gale/etc for Leo would be decent, but hardly so. I don't see the need for the effect negation unless you have some broken interaction I'm missing.

I didn't really think of that. I thought that negating the effect would've made it more balanced but it makes sense that it'd be a little underwhelming. Should I get rid of the effect negation for balance or do you think that an additional effect would work better?

(I'm not very good at YGO so yeah I'm not good with balance, OCG or anything like that.)

Perhaps adding an effect to negate the effect of the destroyed monster as opposed to the Summoned monster? Would be a slap on the wrist to Decks that like Shining Angel/Yang Zing, minorly buffing the card. The no negation on Summon wouldn't break the card or anything, perhaps let Gale half a monster or allow Harpies to grab Channeler and make an Xyz play M2, but these oppurtunities would just give this card an iffy reason to be ran as opposed to none at all.

OCG fix:

Negate the effects of an opponent's monster destroyed by battle with this card (including in the Graveyard). When this card destroys an opponent's monster by battle and sends it to the Graveyard: You can Special Summon 1 Winged Beast-Type monster with ATK equal to or less ATK than the ATK of the destroyed monster from your Deck.

The card is too weak for a Level 7; since this card's effect has a "destroy by battle" condition and is type-specific (only works with Winged Beasts in the Deck), I think it would be fine if you raised its original ATK to 2400~2600, allowing the card to beat slightly bigger monsters, and thus call for stronger Winged Beasts from the Deck.

Wouldn't it be with ATK equal to or less than the ATK of the destroyed monster from your Deck.? Having three ATK's seems a little redundant.

And that sounds like a good idea, but I feel like it could be a bit overwhelming in a deck if it got too much stronger. Maybe like 2500/2800? Would that be better?
