If a monster you control with that declared name would be sent to your Graveyard, banish it instead. If you control 2 or more monster(s) with the declared name: Choose 1 of them and banish the rest. As long as the declared monster is banished, you can treat it as thought it was in your hand, Graveyard or Extra Deck. You can only Normal or Special Summon a monster with the declared name once per turn, and that monster cannot be Set. The declared monster cannot be used as a Synchro, Xyz, Fusion or Ritual Material monster.These changes last for the remainder of the Duel. You can only activate 1 "Commander's Seal" per Duel. The once-per-turn restriction stops infinite loops, but this still lets you cycle recruiters and it doesn't specify that it had to be banished by this card, so something like Cockadoodledoo turns anything in your Deck into Synchros or Xyzes even if you drew this card after it was already banished. Once per turn, you can Summon a 1 of your banished monsters with that declared named by this card's effect from your Banishing Zone as thought it was in your hand, Graveyard or Extra Deck as long as the Summoning Requirement for a Normal or Special Summon of that monster are correct. You can only control 1 monster with that declared named with this card at the same time and you can only Normal or Special Summon a monster named by this card's effect only once per turn. These changes last for the remainder of the Duel. You can only activate 1 "Commander's Seal" once per Duel. So, this is like MtG's Commander or the Virtual World Arc's Deck Master. Quite interesting.
