Masked HERO Speed Blaze

Must be Special Summoned by "Mask Change", and cannot be Special Summoned by other ways. A Special Summoning of this card cannot be respondeed to. This card cannot be targeted by effects except by Spell Speed 3 effects, When this card attacks: Effects cannot be activated except Spell Speed 3 effects.

The "Summon cannot be negated by card effects" doesn't make sense since it's Summoned with Mask Change. To negate the effect, the opponent would have to negate Mask Change. And this shouldn't secure Mask Change because Mask Change could be bringing out a different monster.

I'm not sure that's why it is completely inmune to even to your own effects,,,is that a little bit too much right?

Actually, in most cases, anything you're wanting to target this with is going to be beneficial for your monster. As for its near-immunity to targeting, it's ok. I mean, we have Leo, who is a Level 10 Synchro who shrugs off any targeting outside of the MP2 (which matters a lot because 31 ATK is a lot). This card's ATK doesn't make it as threatening as Leo, but on the other hand, this card also shuts off any Honests, Cranes, or Mirror Forces that your opponent might try to mess you up with. However, it only works when this attacks, when means they can always ram something into this if they really want to spend a Crane/Honest/whatever. It seems mediocre if I try to compare it to Acid.

No it does not. This blocks cards like Dimensional Prison that activate on attack, but it has no effect on the Damage Step.
