"Dragon's Mirror" combined with this card can easily give you 2 "Five-Headed Dragon" (3 if you use a second "Dragon's Mirror"). Said combo can work nicely in a "Dragon Ruler" Deck, since they tend to banish your Dragon-Type monsters (or monsters with the same Attribute). Unfortunatly (or fortunatly depending on your point of view) all "Dragon Ruler" monsters have been limited.

 

Decks which run "Darkflare Dragon", "Lightpulsar Dragon" and "Red-Eyes Darkness Metal Dragon" might also want to include this card, since they tend to banish quite some cards; but might rather have them in the Graveyard ("Lightpulsar Dragon" and "Red-Eyes Darkness Metal Dragon" can Special Summon the returned). Since those Decks are about LIGHT and DARK monsters, you might also add "Shadoll" monsters, as most of them are DARK.

 

"Overload Fusion" and "Chimeratech Overdragon" banish the correct Fusion Materials, which this card can return. Please note however that you should not Special Summon a second copy of "Chimeratech Overdargon" while you control one already, as all other cards you control would be destroyed upon Summoning it. 

 

Some Zombie Decks might run this card and "Dragonecro Netherworld Dragon" as a substitute for "Burial from a Different Dimension". Speaking of (typing actually) "Burial from a Different Dimension", there might be some more decks which want to run this card as a substitute for/in additition to that card along a generic Fusion Monsters ("Panzer Dragon" for example).

 

Those Decks (and "HERO" Decks as "Gadjiltron" pointed out) would most likely run this card. Considering its usage is quite limited, I don't think it is overpowered.

If you however do think it need to be toned down, you can add something along the lines of: "Cards returned by this effect cannot be banished this turn, except by an effect controlled by your opponent.".
