Delibirb
You dun screwed up. Left click the card in the card creator, and a little link will appear beneath it. Copy and pase that, and preferably, copy the card's text into the post as well. EDIT: OK, so now we can critique it. The first effect is underwhelming, but that's not too important I guess. As for the second effect: in the TCG, Overlay Units are called Xyz Material. In this capacity, where do these Materials come from? Hand, Graveyard, opponent's Xyz monster? Regardless of where they come from, that's a mighty powerful effect, potentially giving standard Utopia 2 additional attack negations, not to mention that when you Rank-Up into another Utopia monster, that will gain 2 MORE materials to do with what it will. Following that, you can Rank-Up once more into something really big and scary, and that'll have a total of 4 more materials than it would normally have, assuming it isnt a Utopia monster, in which case it would have 6. That is just insanity.

Trebuchet MS
All "Utopia" monsters gain 800 ATK and 300 DEF points. When a "Utopia" monster is Summoned: You can target any number of it gains extra overlay units for each monsters in your Graveyard; attach those targets to the Summoned monster as Xyz Material. overlay units do not cross over if you rank up Forcing a card to distinguish between Xyz Material added by its effects is something largely unheard of - and in this card's case, mostly pointless. Why? Let's say I rank up my standard Utopia into Utopia Ray Victory. The extra Xyz Material I gave it fall off. But because I Summoned a Utopia monster, I can re-attach those Xyz Material onto it. Basically, a futile attempt at balance. If you asked me, I'd allow this card to only attach 1 Xyz Material to the Summoned "Utopia" monster. Trebuchet MS
"you can use monster's from your grave as materials to summon" Wait, so you can use monsters in your Grave as Material for any type of Material-based Summon? Even Fusion Material and Synchro Material? The fact that it doesn't distinguish what kind of Summon you can perform or what monsters you can Summon means that you can make pretty much anything from your Extra Deck just by loading your Graveyard! And because Fusion and Synchro Materials don't detach, you've basically granted Fusion and Synchro Summons at no loss. Also, punctuation please.
