You can only activate the effect of "Seize The Initiative!" once per turn, and only once that turn. YOUR standby phase, not just THE standby phase. Yes, the card art is weird for the sake of weird. Those Decks tend to run cards with effects that activate during your Standby Phase ("Nightmare Wheel", "Gem Flash Energy", "Dark Snake Syndrome", "Ebon Magician Curran", "Bowganian" and so on). Also, since there is no "you can" in this card's effect, you are forced to draw a card each time such an effect activates. Since the level-changing effect of "Fortune Lady" monsters activate during the Standby Phase, this card might also see some usage in those Decks; although I do believe not many duelists run them. Having 3 copies of this card on the field along with "Card Trader", gives you quite some draw power; each turn you can trade 1 card in your hand with 4 cards from your Deck. "Exodia" Decks might like this draw power, but current cores might not be able to use these cards effectively. You can also activate your Quick-Play Spell Cards ("Mystical Space Typhoon" for example) during your Standby Phase to draw a card, but that is gimmicky at best. Your second last line ("YOUR standby phase, not just THE standby phase.") makes me wonder whether you intended this type of play to occur. If it is not supposed to you should change the wording a bit. Since no such effects exist (yet), my best bet would be: "Once per turn, during your Standby Phase, when you activate an effect which specifically activates during the Standby Phase; draw 1 card.". Considering multiple copies of this card can quicly give you quite some hand advantage, I think it needs to be toned down a bit. You have already included a "once per turn" restriction, but you can take this further: "You can only activate the effect of "Seize The Initiative!" once per turn, and only once that turn". This way you can only draw 1 card per turn using this card, even if you control multiple copies of this card. The artwork is weird, but since that was your intention you did a good job. I would however like to point out that most official cards have the words "the" and "of" written without capital, if it is not the first word. Yes, it was my intention that any card effect can be used during the Standby Phase to draw, including Quick-Play effects. I'll include the 'once per turn, and only once that turn' clause, but also because multiple copies could theoretically activate off of each other, which I haven't considered earlier. I've got the rulings typed down into very specific details and I don't think I've missed anything. It's in the 'Other Cards' section and it's a different monster from "Breaker the Typhoon Warrior".
