It's a very interesting, albeit equally situational, card. But boy, could this lead to some interesting plays. That said, the activation condition could be changed to a Level 1 monster being summoned instead of special summoned to your side of the field. Therefore:

 

When a Level 1 monster is Summoned: Select 1 Spell/Trap card on your opponent's side of the field and add it to your hand.

 

It makes the card a whole lot more usable without taking away from the integrity of its design or making it too powerful (even in this form, it's kinda weak, but I like it a lot. very inventive :)  )

i wanted to to make it only if you specel summon a monster to your field, because if i change the effect like your recommendation it will also work your opponents monster.

If the card targets, the opponent is alerted to what I'm going to get, and has a chance to destroy what I'm going after. If he does, I get nothing.

 

If the card doesn't target, the opponent doesn't know what I'm going after until the effect begins resolving. He has almost no control over whether I get nothing.

 

Which of the above situations applies?

Very interesting effect indeed, I believe it can unfold great moments even though it won't be played much [especially since it's dependant on your opponent's cards, and on level 1 monsters]

Certainly intriguing concept.

Where would the card go though if discarded, destroyed? returned to top/bottom of deck? banished? etc. I don't think these kind of effects are even executable in current yugioh game mechanics since no card effects ever address such situations..
