During your next Standby Phase after this effect was activated: Special Summon this card from your Graveyard. This reminds me of a certain other Phoenix. Nephthys, was it? Unlike Nephthys, which requires other cards to trigger its repeated revival, this card has the capability of doing so itself, and hits both monsters and S/Ts. Yes, it targets and thus has difficulty with anti-targeting effects, and it has to target 1 monster and 1 S/T, but being a recurring +1 to +2 without needing assistance from other cards can be potentially dangerous. The Summon restriction is almost irrelevant in a dump-revive Deck, especially one that utilizes REDMD to its absolute fullest. Not to mention the fact that you can abuse this with Safe Zone. Zone the opponent's monsters to prevent it from attacking you directly (due to Phoenix Dragon not being on the field), then on your turn, bounce Safe Zone to effectively kill the opponent's monster. Or do the same with Big Bang Shot to banish the opponent's monsters instead. The combos are nearly endless when you can repeatedly bounce a S/T. Because S/Ts are so easily replaced, I'd recommend against any form of S/T bounce. You could either make it bounce the monster target, or destroy the S/T target, or both.
