Effect:

This card can be Special Summoned by Tributing a Ritual monster or Xyz monster, and if you do: This card's original ATK and DEF becomes 1600.

When this card is Summoned, shuffle all monster cards used as Xyz Material for "Silent Honor" card or being treated as a Equip card back to the Deck.

Monsters cannot be treated as a Equip card or become a Xyz material via a monster card's effect. This card cannot be destroyed by "Silent Honor" cards.

 

This card is meant as a absolute hater of the Number 101.

About the first effect, do you mean you can tribute an Xyz monster on either side of the field? If so, put that in the effect and it'll be quite nice. Otherwise though, not to be mean, but the card is kind of useless because of this card (coming out in The Duelist Alliance in August):

 If this card is Summoned: Shuffle all "Number" Xyz Monsters on the field into the Extra Deck. Neither player can Special Summon "Number" Xyz Monsters, also this card cannot be destroyed by battle with Xyz Monsters, and is unaffected by their effects.

Under most circumstances, if not mentioned otherwise, you can only Tribute monsters you control. But since this is a SHARK hater, it won't feel out of place if it can Tribute opposing Xyz monsters for its Summon.

 

That said, it feels incredibly pinpointed. No doubt someone's sour after getting trounced by SHARK and Relinquished.

Yeah, that's what I was trying to say, sorry if I wasn't that clear about it. But yeah, the design seems to be from someone very salty about his defeats by 101.
