As I understand it, the top two players at the NAWCQ go to worlds and this is decided with a Top 64.  Problem is that if three players go undefeated during the swiss, the two best could end up on the same side of the bracket meaning they will play BEFORE the final.  When this happens, the second best player would be eliminated early and wouldn't go to worlds.  Discuss theoretical solutions to such a problem.

Who's to say who the two best players of those three even are?

You have about 4 options:
1. Third place match that lets in #3.
2. Let in the top 4
3. Don't consider it a problem

Personally, I'd go with #3, because it's not.

Just because 3 players go undefeated doesn't even mean any of them are the best players or that all three will reach the final 4. Because the entire problem is only viewable by opinionated means, you can't actually have the information possible to solve it.

I'm working under the assumption that every player has a rank and that they will always beat someone below that rank.  Obviously this is slightly idealistic, but let's work off that.  Sending top 4 only expands the problem since the people who lose to them in the round of 8 could be better in the same way,  You could be sending 1, 3, 5, and 6.
