Cannot be Normal Summoned/Set. Must be Special Summoned (from your hand) by having 4 "Dragon Ruler" monsters with different names in your Graveyard, and cannot be Special Summoned by other ways. While face-up on the field, this card is also WIND, WATER, FIRE, and EARTH-Attribute. You can select 1 of these Attributes; as long as this card remains face-up on the field, your opponent cannot Special Summon monsters from their Extra Deck unless they have the same Attribute as the one you selected.

 

You can only control 1 face-up "Galaxx, King of the Dragon Rulers". When a face-up "Dragon Ruler" monster you control is destroyed by your opponent's card (either by battle or by card effect) and sent to the Graveyard, you can Special Summon this card (from your hand). When Special Summoned this way: Banish 1 card your opponent controls. If this card is banished: You can Special Summon 1 "Dragon Ruler" monster from your hand, Deck or Graveyard in face-up Defense Position.

So... It's a mediocre boss monster for a broken Archetype?

At least you went with the smart approach, and made it this way, and not over-the-top to the point of being outright absurd.

Its very difficult to bring this card there. Even you achieve this, just an opponent's bottomless/warning/black horn/fiendish/effect veiler and then you are getting nervous. Its not so broken as it seems. Also its relatively low attack makes it easily to be defeated even you cant special summon from your extra deck. Just a Gale the Whirlwind ;P And now Skill Drain becomes more useful (or maybe Light Imprisoning?).

He meant it is so weak Dragon Ruler players won't even try this:

 

Why?

 

Getting 4 Dragon Rulers, each limited to 1, into the Grave, then getting this card into your hand, is goddarned never going to happen. If you are playing 1 copy of all 4 D.R.s, then one of them is going to be sitting in the banished zone.If one of them is banished; then you cannot summon this card for the rest of the duel.

 

Then, imagine you use D.R.s but decide not to play them the way they are supposed to be played, just for the sake of summoning this card, you'll get a pitiful 2300 ATK monster that does nothing to break up an established field. It prevents your opponent from Special Summoning 1 of WATER/FIRE/EARTH/WIND extra deck monsters.... yeah. Exciton, Utopia... Constellar Pleiades, Stardust Spark Dragon, Beelze....and so on are none of those attributes. In the end, you're giving up your deck's mechanics for something that doesn't actually stop your opponent.
