Kozaky did it again... (Generic Support)

This is my 1st in a small series of semi-serious cards I am going to create - unrelated to each other, any archetype, or anything else really. They're going to be either generic or something to base a deck around/interact with other cards to make a deck in a cookie cutter fashion.

SERIES

#1 Kozaky's Failed Experiment (Thread: Kozaky did it again)

#2 Fanatical Knight of the O.C.D. (Thread: A Very Exact Card)

#3 Upcoming

#4+ Not planned yet

This is #1 then!

When the effect of a face-up card on the field is activated: Pay 1000 Life Points; negate the effect of the targeted card while it is face-up on the field and draw 1 card.

Soo... I couldn't find a good, proper picture of burnt toast that A. wasn't a photo (I don't like photos for cards) or B. fit the theme, so I put this one in instead... cos I like it... hehehe...

Anyway, when you get past the silly picture/name/joke behind them, please comment on the card seriously. Would it be used? Is it too powerful? Should I reduce/increase the LP cost?

IMPORTANT NOTE: The way I structured the wording was a result of having no references from other cards with similar effects of what to do with it... the card is meant to be able to negate the effects (not activations) of Continuous/Field/Equip/Monster cards OR cards that stay on the field after being activated, Swords of Revealing Light or Horn of the Phantom Beast-Style and not Normal Spell/Trap cards that don't "linger". Did I word it correctly? Does anybody even know?

For some reason, I can just about hear Kozaky busting out an F-bomb in the distance...XD

But a card that stays on the field despite its effect getting shortted-out by this would be an annoying thing for an opponent to have to deal with. While some decks would have a way to make the blanked card still be useful (usually to pay the cost for something else), other decks...

I'd drop a rather-LOUD verbal F-bomb in your EAR if you pulled that on my Skill Drain when I'm running my Skill Drain deck. >.>

PERSONAL COMMENTARY ASIDE... I think after the : should be "Pay 1000 Life Points, negate the effect of the targetted card while it is face-up on the field and draw 1 card." At least, I think that'd be closer to what you're looking for. There isn't exactly a written effect like that in the game yet (that I'm aware of, at least.) Also, if you trigger this on Swords of Revealing Lights' effect, since it is the EFFECT that keeps it on the field for three turns, that would actually kick the card off the field. Same with any other Spell/Trap cards that stay on the field because of its effect, not because of its card type.

Thanks for the feedback!  The point was kinda letting it stay on the field... but I totally forgot about SORL! It would still be able to negate it, anyway...

Is this OP then?

And I'll update the PSCT to your suggestion, as it sounds sensible.

If it triggers on SORL, you're still paying 1k LP to negate it. It prevents SORL from staying on the field, which would allow you opponent to still use that slot for other cards...which could blow in your face, depending on the card that replaces SORL or any similar card. So, in my opinion, it wouldn't be considered OP, because it would still be targetting a card that, under normal conditions, would still stay on the field, even for a certain number of turns.
