Reptilianne Egle

When this card is Synchro Summoned, reduce the ATK of all face-up monsters currently on the field whose ATK is less than or equal to this cards ATK to 0. Once per turn, you can target 1 face-up monster with 0 ATK; destroy that target, and if you do, this card gains 200 ATK.[/spoiler]

 

Reptilianne Noronha

[spoiler='Effect:']If your opponent only controls monsters with 0 ATK, you can Special Summon this card from your hand. Once per turn, you can target 1 monster with 0 ATK; this cards Level becomes the same as that targets Level until the End Phase.[/spoiler]

IMO, egle can get away with just straight-up making all the Opponent's monsters have 0 ATK.
I mean, as it stands, they don't really have an efficient means of dropping the Opponent's monsters to 0, outside of a few gimmicky moves. Your Tuner has potential, to make either your Synchro OR Hydra, to which, could play off eachother and get them moving. But as it stands, making all monsters, both yours and your Opponent's at that, with an ATK of 2400 or less drop to 0, doesn't really give it that wide of a range that you would expect.

A minor note, Noronha says "you" instead of "your" in the first sentence.

I'd change the attribute of Reptilianne Noronha to Water, other than that I actually find these good, they could go in a deck.
