This is an interesting card, but it costs a lot of Life Points for a strange and somewhat not too good effect. The name you've given it also indicates to me that it helps with the Level 10 or higher monsters, which it does not.

 

If you keep its name....

  • Change the card's effect to be "Level 10 or higher monsters cannot be Tributed, also, the control of Level 10 or higher monsters cannot change." This puts it in line with MotBC.
  • Change the card's effect to be "Pay 2000 Life Points: Level 10 or higher monsters become unaffected by the effects of Pendulum, Xyz, Synchro and Fusion monsters, also, each player can control only 1 type of those monsters.

If you change its name, do as you wish :)

Hm I enjoy it more, but I feel for 2000 LP it needs more bite. How about.....

And how about a token defense system....

 

When this card is activated, each player declares 1 type of monster (Pendulum, xyz, Synchro or Fusion). Each player can only Special Summon or control that kind of Extra Deck monster. Once per turn, during your Standby Phase, you can pay 2000 Life Points; place 2 Law counters on this card. If this card is Targeted by a card effect, you can remove 1 Law counter from this card to Negate the effect(s) of the card effect that targeted this card.
