Idea is solid, battle damage halving is great, and the "at the end of the Damage Step" wraps up any quick-play/trap loop holes. It is a little weird seeing specific levels asked for by a fusion but it does work, could also work fine as an Xyz Monster just not require a polymerization effect so might be too easy to bring out.
