Final Battle Lockout: Making Power-Finishers Epic!

I've made a large catalog of very powerful monsters. I noticed that a lot of sets bring out monsters with 4000+ ATK now. So, naturally, it seems that a Titan-versus-Titan matchup would be inevitable, and sometimes it just comes down to whose support screws over the other boss monster more.

NO MORE!

Final Battle Lockout

Continuous Spell

You may only activate this card if both players control a monster with 3500 ATK or higher. Both players select one monster on their side of the field. All other cards on the field (besides this card) have their effects negated and are banished. Neither player may Summon or Set monsters as long as this card is on the field. As long as this card is face-up on the field, both players take 500 points of damage to their Life Points during every Battle Phase.

So, would this be effective, or have I created some unholy loophole?

This seems like a very weird Last Turn (which is banned by the way).  Its just so freaking situational though.  I really don't know how to feel about it?
