Once per turn, when a monster would be Special Summoned or activate its effects: Banish 1 Fairy-type monster from your graveyard; negate the Summon or activation, and if you do, Shuffle that card into the Deck. This card loses 400 ATK each time you activate this effect. While "The Sanctuary in the Sky" is face-up on the field: This card is unaffected by its own effect. When this card is sent from the field to the Graveyard; target 1 face-up monster on the field; Negate that target’s effects. Any thoughts ?? Firstly, the OCG needs some heavy repair. Mainly the sanctuary in the sky effect ("Is unaffected by its own effect" could mean that its effect are not activated or what?) and the 1 DARK Fairy type monster? or just any DARK Monster). I am no expert on OCG but I am sure that someone will give you a fix for this. As for the effects The shuffle back into the deck is a good idea. This Wiretap effect means that instead of sending it to the graveyard where it could be used, Its added back to the deck where it may be able to choke an opponents hand and render it useless. The cost for this effect seems fair enough and since the cost is limited to Fairy-Types, Not alot can be done to compensate the cost. The negate effect upon being sent to the graveyard is (IMO) a tad OP. When a targets effect is simply "Negated", its permanent. I would recommend it lasting until the end phase or setting some condition to it being sent (destroyed by battle and sent to the graveyard). With all these effects, The ATK and DEF are balanced well so that its easier to overcome even if its a level 8. On the topic of Levels I would make this a level 7 or even a level 9. There are too many Level 8 Monster that can be Special Summoned for a quick Rank 8 XYZ. On the whole, a interesting card that card that, with some fixing, could be a very good monster. For "Sanctuary in the Sky" Effect: It suppose to stop the card's ATK decreasing ... also, I don't think that The "permanent" negation effect is OP, since there is cards like book of moon.
