All cards which would be banished or sent to the Graveyard are instead attached to this card as an Xyz Material. When an opponent's monster declares an attack: after damage calculation, attach that monster to this card as an Xyz Material. The DEF of this card is decreased by 100 for each Xyz Material attached to it.This card's function can basically be described as Hotel California: It's programmed to receive, but once you're in it you can never leave. Unless, y'know, the entire card gets destroyed. This means that it pretty much stops dead in its tracks any deck that relies on sending stuff to the grave or banishing them. The Ultrahighsecurity Prison will vacuum all of those cards up and lock them up within itself as untouchable Xyz Material until it's destroyed by battle, which is pretty difficult to do.Want to break all of the imprisoned cards out? You could attack it! But beware- if you don't destroy it, it'll capture the would-be jailbreaker and add them to its collection of inmates. And the Ultrahighsecurity Prison has no tolerance for any sort of violence around it, either, as it'll enforce the law rigorously and serve a life sentence to any monster that dares attack while the Prison is around. Assault and battery is absolutely, ridiculously illegal, of course!.. As long as it's your opponent doing the assault and battery, that is.Of course, the more prisoners a prison has, the harder it is to keep track of them all, and even this greatest prison of all may fall if it overextends itself...I don't believe there's really a way to seriously abuse this, since spell and trap effects don't work on it. Shield and Sword doesn't work, Stoic Challenge doesn't work. You could Skill Drain and then use those spells on it to change it into a monstrously powerful attacker, but the likeliness of getting all of those cards in one gamestate is rather low. On the other hand, a card to incite hooligans to rash action, like All-Out Attacks or Battle Mania, might be quite useful to force your opponent's monsters to attack and thus entrap them into a long prison term.Beware the long arm of the law when the shadow of Incarcerous hangs over you.(If the card's determined to be too OP, I could change it so that it requires 2 Lv9 Rock-Type or Machine-Type monsters instead? It doesn't do a lot by itself, but it's the perfect means to get your stall game going. Exodia, Countdown, burn..., you name it. Even with something like a Lightsworn deck it'd probably take 2 or 3 turns to get it down to a state where you could actually destroy it. Maybe just putting it at 4200 DEF with -300 per Xyz Material? I admit I didn't consider how the actual numbers would play out, but I think the principle would work if it were rebalanced a bit.It could also use an Xyz Summon only clause, and a modification so that it sucks up attackers on both sides of the field.How's this as an edit?
