So basically this card allows you to draw 1 card when it's sent from the hand to the Graveyard.  Players who use discard cards like Phoenix Wing Wind Blast or Summoner Monk could benefit from this.  If you happen to draw multiples of this card I gave it the effect you can discard 1 to draw 1, which triggers the other one's effect and as a result you draw 2.  It's not a +1, it's breaking even.  What Ya'll think?

The problem with cost nullification cards such as these is that they basically make cards free. PWWB's effect is really powerful and rather deserving of the discard cost, and this turns the -1 from spinning a card into the Deck into a +0. Summoner Monk is even more powerful and should be a prime example of why this shouldn't exist. Discard this (-1), SS monster (+0), draw 1 card (+1), then Xyz Summon (+0, but you now have an Xyz on the board). PWWB becomes a more powerful CED, and Monk becomes an Extra Deck monster for actually free. Yes, Broww does this too, but the way Dark Worlds are worded, they don't work to nullify most discard costs. Fableds, on the other hand, do, but they also don't have Broww as a card.

And then the first effect is literally Destiny Draw, but just so specific that it doesn't matter at all outside of luck.

How is discarding a Burning Abyss any worse for PWWB?

And having two copies of this card is pretty much like having 2 Upstart Goblins, except no 2k LP boost.  I don't see your reasoning on how a card like this shouldn't exist.  I find the destiny draw a whole lot better since you are discarding something like Destiny Hero Malicious (which is a whole lot better than discarding this).

I also want to point out "Ojamgic" has a similar effect to this card.  And it's not deemed too good.

Ok, so Burning Abyss gets effects for being discarded. They exist. Just because Konami makes cards that can nullify costs, cards like Judgment Dragon, and other things that aren't exactly stellar design doesn't mean it's automatically ok to do so yourself.

What does this have to do with anything I said? I said the first effect is a lot like Destiny Draw. You know, because you lose the card, a card in your hand, and draw two cards? Besides, it's a hopelessly situational effect because the card is not searchable and you'll only run this card in Decks that can discard it, so that you would probably ditch it instead of waiting for a second copy. Of course this effect sucks. Nobody will try to use it. It will never get used unless you coincidentally have 2 copies in your hand.

Are you ever going to realize that design and how good a card is is not even the same thing? Ojamagic as a cost nullifier generates a stupid amount of plussing, but it is @3 because Ojamas are atrociously awful beyond belief when compared to the metaworthy Decks. It's like Judgment Dragon. Lightsworns aren't the best Deck out there (they're kinda close, last time I checked), so does this mean it's alright to have a monster that Special Summons itself for achieving an incredibly easy requirement, then can blow up the entire field by paying 1000 Life Points?

Gameplay-wise, this card isn't even good. It's a situational Upstart Goblin when the 1000 Life Points matters very little outside of an extra Soul Charge target. It's still stupidly designed for undoing discard costs.

Mmkay.  Gotcha.  Well the whole point of this card was to nullify discarders, which you don't consider a good design so... I'll just scrap it.
