Token Trade-In ...Is it balanced?

Tribute up to 3 Tokens you control; return up to 2 Spell/Trap Cards from your Graveyard to the Deck whose combined Spell Speeds equal the number of Tokens that were tributed for this effect, then, if you did, draw 1 card.

 

It's a +0 that can put S/T's back into the Deck. Not sure if it needs more of a cost or not...

Ah, now this is something I've never seen before! A really creative idea, with unusual consequences.
So you have Scapegoat out for some reason. You play this, trade-in 3 to get back another copy and a Normal Spell back into the Deck, get an extra card in hand, and still have a Token left.
I have to admit that this sounds a little unfair, but very well suited to the flavor you're trying to give it. Now, it's a little too strong with drawing added on, but would be too weak without it. How about... it banishes itself after leaving the field, to prevent some sort of unforeseen infinite loop of doom? Maybe the cards it brings back too, if only I could figure out how to word it.
Anyhow, it's a bit like Pot of Benevolence, but way cooler. Nice.

I originally made this for an archetype I've been working on. I realized that it might be interesting to use in other decks, so I thought I'd get some feedback from you guys.

As far as balancing it, what if I added an effect on the end that says:

"You cannot activate this card if "Token Trade-In" is in your Graveyard."

That way you can use multiple copies, but you can't loop it with another copy of itself.

It is a neat idea. The drawing of a card is a bit too much imo. Phantom beast could abuse this all to hell. Some fixes I'd consider would be to the psct.
Anyway keeping it the way it is -
"Target up to 2 Spell/Trap Cards in your Graveyard; tribute tokens on your side of the field equal to the combined Spell Speed of those targets, and if you do, shuffle those targets into the deck, then if any cards where returned to the deck this way, you can draw 1 card."

Most Token generators generate more than 1 Token which makes this into a draw engine with cards like Scapegoat and Photon Sanctuary. You'd never want to return a Counter Trap Card; this would mostly spin Normal and Continuous Spells. Maybe in some kind of Plant Synchro thing.

I worded it the way I did, so that if you returned a Counter Trap, you wouldnt be able to return a second card.

I had originally thought that this would be limited. However, to balance it, I could have it be banished or even add a clause that says you can only activate 1 token trade-in per duel
