If a card effect is activated that would target a monster on the field: you can change that target to another appropriate target. If this card is targeted by this effect: return it to the extra deck and draw 1 card. This card didn't do as badly as I thought it got quite good marks except for the OCG. If a card effect that targets a monster on the field is activated that would target a monster on the field: You can target a monster that would be an change that target to another appropriate target: that effect now targets the new target, also if this card is the new target, targeted by this effect: return it to the Extra Deck and draw 1 card. This is how I've interpreted your card during the contest. I'm not sure about letting the opponent choose the targets, but due to how targeting works you can't bounce any targeting-immune monsters. Also, letting the opponent choose this card effect's targets also allows a few clever tricks with Skill Prisoner. I feel that not actually targeting those cards would make it better - it's offset by the opponent having control over what they get back, and if timed properly, actually takes down the annoying target-immune cards.
